Hello, I'm from Serbia and I was wondering if my birth certificate needs any special verification (i.e. apostille seal) or anything other than just an English translated version of the document?

You need to refer to your country specific instructions to see how copies/translated documents shall be authenticated, it varies from country to country.

As per CIC, Serbia is part of Western Europe's info guides. Please see below link:
http://www.cic.gc.ca/english/information/applications/fc.asp

According to CIC specification:

Send originals of the immigration forms (items 1 to 5 below) and police certificates.
Send photocopies of all other documents, unless instructed otherwise. Do not send your documents in transparency pockets, binders or folders. If your documents are not in English or French, send a notarized (certified) translation with a copy of the originals.

Nowadays most European countries adopted a type of international birth certificate, meaning that it will show all the information in English, French and in the country's official language.
If you don't have one of that type, you can just translate your birth certificate, and the translation should be certified (apostille seal), plus have a copy of the original document (I personally would certify the copy as well at the notary).

If you apply outbound, don't forget to attach IMM5562 form, Supplementary Information – Your travels. Paris VO requires it.
And also the photo specifications has changed. They used to be smaller photos, now the size is much bigger. Just double check them.
