Hello, this is my first post. I have worries about my eligibility as sponsor, though it is not mentioned in the list.

I came to Canada on 2013 as PR, since then i have stayed only 3 months and I have worked for 2 months, then I went back to the Philippines(2014) and got married to my long time girlfriend. Also i have to settle some major family business issues.. I have been away from Canada for about 15 months.

Now I am back, Aug 2015, I am preparing my sponsorship application. Though I have to go back again to the Philippines on Oct because my sister is getting married. I plan going back to Canada on December (or a bit earlier). From there I am going to pass my application and stay in Canada until I get news.

So, am I still eligible to apply? I mean, wont immigration deny/reject my application as I have stayed more time in Phils than in Canada? I have a strong intent living in Canada as long as i can bring my wife.

I need your opinions on this. Thank you for reading.
 
You have to remember as a permanent resident, you are supposed to remain in Canada the entire time during the sponsorship application. So before you start the application process, you have to be sure you don't plan on leaving Canada until she gets her PR visa

Yes you are fine to apply. The residency obligation only states you need to spend 2 out of every 5 years in Canada. So as long as you haven't been outside Canada for 36 months or longer since getting PR, then you fully meet the RO and will have no issues applying for her PR.

As mentioned once you submit the PR app, you are required to then remain a resident of Canada until the app is fully approved. So after submitting the app you could travel to Philippines for a visit, but it's recommended to keep any trips outside Canada to less than a month so CIC won't think you are no longer a resident here.
