Spousal Sponsership

Hi can someone please help me I have tried to call the immigration office but it never lets me through due to high call volumes.
I am permanent resident of Canada and wondering if i can apply to sponsor my husband to come here too.
I moved here this year, and left my husband behind in the UK.
However, his status is currently as a refugee so if I sent an application with all proof of our marriage, would it be rejected because of his status there? He has a travel document therefore can travel to all countries.
We thought we would have to wait until he can get his British passport and then apply, but I am really struggling here without him and hope we could send an application now.

Yes when I applied for permanent residency, I was actually applying for renewal, I used to live here when I was a kid. So I had to attach my marriage certificate with application to prove change of name.

But did you list him explicitly as a spouse? I'm not sure how the renewal works, but did you declare him on a form as a spouse? Did he undergo a medical exam?

I’m sorry I don’t know what you mean. For the application there wasn’t any section to fill out any of his details. I didn’t know of any form I needed to fill out to declare him as a spouse. The application only asked what my marital status was so I guess to answer your question, no.

Okay, well, theoretically CIC knows about him now. You obviously were not married when your first PR application was processed? If so, then you're probably not barred from sponsoring him.

The next question is whether a refugee with a travel document can be sponsored in Canada. I see no reason why he could not, just that processing may take some time.

As to whether or not he can come to Canada on a TRV - he would need to show ties back to his current country of residence. I wouldn't know the chances of a TRV being approved, but there will be some obstacles to overcome, likely.
