My wife came to Canada as a refugee from Mexico. We got married in Canada and recently applied for her PR under spousal sponsorship. I am a Canadian Citizen and I am sponsoring her. We received a request for more information asking for a police certificate issued by the Mexican authorities, which would not be an issue as she has a clean record, although this would take quite some time based on our research. However, our lawyer has instructed her not to request any documents from Mexico given that she came here as a refugee protected person, and he advised us instead to write a letter explaining this to IRCC (which is an option listed on the information request received). We are not sure how to proceed because we don't want the application to be denied due to not submitting this. Any help would be greatly appreciated.
