She needs her TRV first. Whether she applies now or when married is up to you. Factor in that it may take 5-6 months for TRV to be processed. Once in Canada and you have a job with employment letter and paystubs, she can apply for SOWP.
Technically she doesn't need the TRV first. Technically she can apply for the SOWP instead. Of course this means they would need to be prepared to be separated for a number of months since she would need to remain outside of Canada until the SOWP is approved.

To have the best chance of getting a TRV approved you generally want to show strong ties to your home country such as employment, property ownership and other assets. Past travel to counties requiring visas helps. Can't comment on her chances.
She can try to get a TRV now and if denied you may decide to rethink coming to Canada if you don’t want to be separated. She doesn’t have very strong ties to Thailand or a lot of savings which is the issue.
Thanks. Based on all your feedback, we have decided to apply for a study visa for her. It is the safer option. The course will be for 7 months or so. Based on my understanding then, we just need her to have 10k cad (living exp) + tuition fees covered in her own bank account.
Then once she is in Canada studying, we could apply for SOWP?
So for a study permit, she needs to show education and career progression. She needs to show that the program builds on her education and gives her career opportunities in Thailand to justify costs of the program. She wants to show that she will have a higher paying job than she does now after completing the program. She wants to pay for first year tuition. Don’t apply to a private college, go to a public college or university.

You can apply for SOWP. She will not want to quit the course until the permit is approved. She may want to complete IELTS to show English proficiency. She will need to show her education. If she has a degree or diploma already then she will want to consider a post-graduate program. Hopefully it is at a public DLI.

Depending on the school and program (length), she may be eligible to work under study permit. It will state on her study permit when she enters Canada, if she can work. That is the minimim amount and IRCC expects you to show much more as it is expensive to live in Canada. What is school and program?
I can also offer to support her when it comes to accommodation, right? The program is childcare and at pacific link college, burnaby. It is 7 months actually and then 5 months training.

She will not be eligible for a post graduate work permit under this program. Just an FYI so that you are aware of that. For the study permit to be approved, she needs to show she has a bank balance that covers all of her tuition + $10,000 to cover living expenses. Ideally she should show a few thousand more to cover travel.
