Spousal Open Work Permit (Implied Status???)

Dear all,

We came to Canada with my husband for my master's degree. After graduation, I have applied for a Post-Graduation Work Permit and got it. Unfortunately, I was not able to find a job, so my husband had to apply for a Visitor Record in order to stay with me in Canada. Now, after 5 months, his application still has not been finalized yet but I started to work. Now, we want to apply for a spousal open work permit but we are a little bit confused as he's here with an implied status right now. Which document should we fill out in order to apply for a work permit? Changing conditions (from visitor to worker) or work permit initial application or work permit extension? His implied status is making processes complicated.

Finally, do you think should we wait until his Visitor Record arrives. Because we already waited for 5 months, if getting a Work Permit will require another 5-6 months waiting time, we don't want him to be here on an implied status for almost a year....

Any guidance is much appreciated.
