@hogaishadi- once i thought to do the same as you told...but wanted to clear my doubt....but i guess.i will ask her to take both...better prepared than sorry
 
1017 is for applying PR in Canada. If your spouse is living in Canada you could fill that. But if your spouse is living outside, say in India, you fill Appendix C.

Sp there are basically two different processes.

1) Applying within in Canada (/english/information/applications/spouse.asp). It is clearly written this form is not for applicants living outside canada.

2) Applying from abroad( english/information/applications/fc.asp)

Applicant - you wife
Sponsor - you.

Hope that helps. I suggest you spend sometime reading the instruction guide (english/information/applications/fc.asp) if your wife is living abroad
 
it is the appendix c that gets accepted, as was the case for us... the other one they threw away/rejected... we still just went the safe than sorry route and still took both just in case we dont get a googly or doosra ;)

i did it on computer...
