Spousal immigration from Brazil to Québec (My Timeline)

Hi,

After many years of preparation, my brazilian wife and her son finally received their VISA.

Here is our timeline :

2012-05-10 Our application was successfully delievered at CPC-M
2012-08-09 I have met the Federal requirements for eligibility as a sponsor.
-- It took me 3 weeks to gather the papers for the CSQ
2012-09-04 The papers for the CSQ are successfully delievered
2012-09-11 : My credit card is charged for the CSQ
2012-10-09 : Approval for the CSQ
2012-10-12 : I receive the CSQ by mail
2012-10-18 : My wife is called by Sao Paulo to inform her they can't find her medical. We write a e-mail to ask them details about what is missing. (We never got an answer)
2013-02-?? : ECAS UPDATE -> We received your application to sponsor your wife the 2012-08-27
2013-02-04 : ECAS UPDATE -> We started processing your wife application
2013-03-13 : My wife is called by Sao Paulo to ask if he can travel before the 28 march. My wife told her she couldn't and she made her confirm that we were accepted.
2013-03-19 : ECAS UPDATE -> Medical results have been received. (No date specified)
2013-03-25 : My wife received an e-mail from Sao Paulo asking for her Process Number. We wrote back our Application Number and our UCI.
2013-03-26 : My wife received an e-mail from Sao Paulo asking for her to do a new X-Ray. Her son needed to do the examination again.
2013-04-08 : My wife and her son did their medical.
2013-05-20 : My wife got a request for her passport by e-mail.
2013-06-05 : My wife sent the passport by mail.
2013-06-20 : My wife receive both passports with the VISA

It is not finished yet, since she did not land... but we are almost there. Is it still necessary that she land directly in Québec (with no possibility of having a connection in Toronto)?

Congrats, quite the process :). She is allowed to land anywhere in Canada, doesn't have to be Quebec.

Thank you! Did you or your spouse landed in the rest of Canada with a connection to Québec? I am almost sure that I read somewhere that applicant for Québec had to land in Québec and that applicant for anywhere else in Canada could land anywhere except Québec. I don't remember if I saw this on a forum or on some website... but I want to be sure that my wife and her son will get no problem if they land in Toronto(and pass the customs there) to then take a local flight to Québec.

Can anyone that did this confirm that it can be done?

A PR can land anywhere in Canada that s/he wants to. Granting permanent residency is a federal matter, not provincial.

If she lands outside Quebec and her mailing address for the PR card is in Quebec, I believe they will ask to see the CSQ but that's it. And a person not intending to live in Quebec can still land in Quebec, they just have to show they won't be living there.

The CSQ entitles a PR to live and work in Quebec but it in no way REQUIRES a PR to either land or live in Quebec. She can land in Toronto and never even go to Quebec.

Land in Toronto, it'll be fine :)

Any idea on why your application toke so long?
I am from Brazil as your wife and I am waiting on my passport request, which I thought was near to happen... ???

The application was processed in the delay they were advertising.

3 months for the processing of me as a sponsor (now it is only 27 days, but it used to be 3 months)
1 month of delay for my wife gathering and mailing the required papers for the CSQ
1 month for the processing of the CSQ
8 months for the processing of her permanent residence application (this is now advertised as 13 months for Sao Paulo visa office)

What was really long was what came before even sending the application.

[EDIT] We did an outland application... I have heard that inland is even slower.

It is really difficult to understand the average time. It can be so different to each case. A friend of mine applied out-land through Sao Paulo in January 16th/2013 (also with the CSQ part) and he has already received his COPR last week...
