Spousal application returned letter says applied for Visa?

Just wondering if this is normal. Outland spousal application returned letter says for your visa. I applied on the new online spousal permanent residence application website. After I applied the confirmation email received does say "Permanent Residence application". I am wondering if they have sent me the wrong letter? There is a UCI number on the letter. Never had a UCI before as never applied for anything before. Wondering if they maybe used someone else UCI number?

The application was returned saying error on Use of a Representative [IMM 5476], wich I'm still trying to figure out what problem is with that form.

I'm Canadian born Citizen. Wife from United States.

Different question. I was asking why the letter I received says applied for visa when applied for Spousal Permanent Residency.

If you don't think a responsible follow up question would be what of letter you got from IRCC and why....
