Spousal Application - Quick Document Question.

Hi,
In the spousal sponsorship application in the document checklist there is a phrase about the identity cards to be translated and provided which says:

"Identity cards (“Shenas Nameh”) for the principal applicant, spouse or common-law partner and all family members issued by the General Department of Civil Status and Census Registration".

Which of the following does that phrase mean:
1. The identity card of the sponsor, sponsored person and all of the sponsored person's family members
1. The identity card of the sponsor, sponsored person and all of the sponsored person's family members as well as all of the sponsor's family members?

For the purposes of a spousal application, "family members" refers only to the PA and any of their children also being sponsored.
