Hello there,
My name is Sameera Hydari, I am a Canadian citizen and I live in Calgary, Alberta.
I want to sponsor my fiance who lives in Stuttgart, Germany. He is not a German citizen yet, and I wish to sponsor him to Canada.
I am desperately looking for guidance on where and how can I begin the process of sponsoring my fiance to Canada.

You can't sponsor a "fiancé". You can only sponsor a married spouse or common-law partner.

Yes, I forgot to mention that we planning to get married by July 2020.
But I want to be sure that I can sponsor him. He has refugee status in Germany. Where can I find application and sponsorship requirements of sponsorship when we are married. Once we get married would I be able to sponsor him since he is a Germany refugee?

Ok refugee status by itself does not matter. What will however matter is to meet conditions.
1. Medical, also in this case just the part of a public threat (that means a highly contagious disease).
2. Criminal. Here your future spouse will have to meet same conditions as for people from Express entry.
Since there is a refugee status, he will need to have refugee travel document (that is instead of a passport)
Be also prepare that your relationship might be checked in more details as there are several red flags there (he is a refugee and this is from what you are saying a long distance relationship).

Also you can only sponsor him under certain conditions (but that would be regardless if he was refugee or not):
1. you cannot use any social help in Canada during sponsorship process.
2. and if ever you have sponsored any spouse recently, there is a certain period within which you cannot sponsor again (within 2 years if I am not mistaken).

You will be also responsible for him once in Canada for certain period of time(if he chooses to use social assistance, you will be asked to repay it). So choose really wisely who do you want to sponsor.
