I was in breach of RO, but the immigration officer didn't report me at the POE in Toronto. Now the question is, can apply for spousal sponsorship right away? Or, i have to wait for 730 days before i apply?

No - you cannot apply to sponsor your spouse.

You must wait until you meet the PR residency requirement before applying to sponsor. If you sponsor before you have the 730 days, CIC will refuse the sponsorship application and begin procedures to revoke your PR status for failure to meet the residency requirement.
