Sponsorship of UK common law partner / IEC visa combination

Hello,

I have been trawling the web for the past week trying to figure out the best way for me (canadian citizen) and my common law partner (uk citizen) to move to canada for a few years. In an ideal world, I would like to go back to Canada mid october, with my girlfriend following in either Jan or Feb 2013. To my understanding, though im not 100% sure, we could do the following (please correct me if I am wrong??);

Apply for pr through sponsorship of common law partner "outland" - in the next couple of days.

Then wait until the international experience canada opens up its 2013 spots and my girlfriend could come over on that in jan or feb 2013, and work until the sponsorship has come through?

So I guess the questions I have are - can myself and my girlfriend be in Canada whilst we have an outland application being processed in the uk, and can you apply for an IEC visa whilst waiting for an outland PR visa?

If anybody has any experience with this any help and advice would be greatly appreciated.
