I would like to know how to submit the applications and required documents to the CIC.

Can applications and documents be stapled or clipped?

About halfway down it says:

Don’t use staples, binders, plastic sleeves, folders or albums to submit your application. Elastic bands for photos or paper clips are acceptable.
