hello again,

i wanted to know let say my wife gets her applcation acepted she gets her visa to return to canada, and it says that my wife in my case would have to live 3 years in canada before recieving her PR,i wanted to know can my wife travel abroud to her country or europe?????

Hey there, when her application is accepted, she will come to Canada to land, activate her PR. After 30 days she will receive her PR card by mail, after that she can travel whenever and wherever she wants, but she has to take in consideration the time spent outside Canada toward her citizenship and her PR status as well
 
if you talk about the sponsorship agreement form - after both of you sign it and your wife's PR is approved and she has landed, you will be financially responsible for her 3 years, but she can freely travel, no problem.
 
Rorita and Suin are right. She becomes a PR immediately after landing; the 3 year referenced in the sponsorship agreement is for your duty to support her.

There there is also a separate requirement to spend a minimum of 3 years in Canada to apply for citizenship, but that's a separate issue altogether. :)
