Sponsor's Employment Letter - does it need to address CIC?

This relates to out land application. Sponsor is a PR and lives / works in Canada. Applicant lives in a country in Asia. Can someone please advise, for sponsoring spouse, the Sponsor needs to provide an employment letter. Does this letter needs to address anyone in particualr or 'To Whom It May Concern' would be Ok in this case?
