Posting on behalf of a relative.

The sponsor and his son has done a soft landing last year and returned back to their home country. Sponsor's wife was added with sponsor's Express entry application as an accompanied spouse but his wife couldn't submit her passport after the PPR call due to some unavoidable reasons.

Now the sponsor is moving to canada in few months and will be applying for his wife's outland sponsorship ( their only son is already a pr). He wants to apply for her wife's PR right away, though he will be jobless just after moving here.

Required documents asks for a Job verification letter and a NOA or Option C for the sponsor. He has never filed taxes in canada, was not required since he was in canada for only few days. And he will be jobless as well just after moving here. I know he is still eligible to apply for her wife's sponsorship but few questions here -

1. Does an explanation letter will suffice for not providing Job verification letter and NOA/Option C ?

2. Can he show his home country tax returns and also can he show funds from a canadian bank which will apparently be considered as a support for his wife ?

2. Yes. He should include an explanation of how he will support the family.
