Sponsoring wife who ceased her status under family class

Husband and wife were accepted as refugees under the same application. Husband(primary applicant) is a now a permanent resident while the wife has previously left Canada a couple of years back without getting pr (voluntarily ceasing status). Can the husband now sponsor the wife under family class with an ARC?

Why the woman left will have an impact on whether she can get sponsored? Did she have a removal order since you mention ARC? Did they claim to have separated? Has the husband had another relationship? Marriage or common law? How long have they been living apart and if so have they seen each other in person since? They will have to prove that they are still in a relationship.

The woman left due to severe mental health issues in addition to her father being very sick. I think everyone that ceases that protected status has the removal order automatically enforced?

Husband didn’t have another relationship and they met in a third country last two years, still married. 10+ years of marriage.

How did she leave Canada? That will impact whether ARC is needed? Spouses don’t tend to decide to live separately for years yet remain in a relationship due to mental health issues. Was the father on his deathbed and is he deceased? How long did they go before seeing each other in person. Was the fact that the wife left returned home discussed as part of their claim or PR at any point. If there reasons for seeking asylum were the same but she was able to return home and live in her home country then that can raise concerns about the validity of their original asylum claims
