Yes he living in Canada since one nd a half year and near to complete ro.yesterday he talk a lawyer and he advised him that u can sponsor ur parents but u have to remain in Canada during whole process
Will he meet RO when he send in this application? He has 60 days from yesterday to send a complete application. Minus days for delivering the package using courier, he needs to sign everything by late June. 1.5 year is NOT the same as 2 years. And you said he only missed a few days back in Feb... so the numbers doesn't make sense...

My friend lawyer told him that he can apply for his parents because when he send the application for sponsor his parents his p r card is still valid.and he can renew his p r card even during processing of his parents after completing his 730 day's.

You’ve already mentioned a lawyer told you it’s Ok to apply .

We’re you in compliance with your r/o at time of submission ? Card validity is not the same as being in compliance . If the lawyer is connecting card validity to being able to apply , then in theory the person could be here only one day, then apply, because his PR card is still valid . Hope no one paid for that advice
One of the benefits allowed to PR’s is to be able to sponsor their parents if chosen .
Does it make ANY sense whatsoever for someone who is not in compliance to be able to sponsor ? BTW 1.5 years is not 2 years . I’d check your calendar

You never answered my question. PR card expiry has nothing to do with his RO.
I think you weren't telling us the truth when you posted the question (a few days from meeting RO.... yeah).
Well, good luck. May be you will get an agent that's careless and overlook that you didn't meet your RO. (or your friend... )

If your friend does not meet the residency obligation at the time he submits the application to sponsor his parents, he should be ready for the application to be refused and for IRCC to trigger an investigation of his PR status with the risk that it may be revoked. Guess it's really up to him if he is willing to take that risk or not..
