yes. Having a job is not a requirement, but you need to prove how you will support yourself and your spouse when she comes to Canada. you have to show that you are not on welfare now, and that you are not "at risk" of going on welfare later on. If you will be staying with family and they will help you, get them to write a letter to explain that. Explain how you plan on supporting your spouse, and show CIC that you have a plan.
