Hi All,

I'm Canadian citizen, sponsoring my spouse and we are both outside of Canada, my spouse received bellow communication asking me to provide an explanation of the steps that I have taken so far to establish in Canada taking into consideration we just started the appliaction 2 months ago (I would really appreciate your help to assist me, what is the officer is trying to understand? do I need to rent a house before my spouse receive his visa? do I have to register my kids at school in Canada?) we are confused because we don't know how long the process would take at Dimascus.

Dear xxxxxx:

This refers to your application for permanent residence in Canada. Please send the following documents and return this form with the requested documents:

- Your sponsor has resided exclusively outside of Canada since your marriage in 2001 and appears to have maintained no ties to Canada other than citizenship. Your sponsor must provide a detailed written explanation of your families motivation for moving to Canada in view of the fact you appear to be successfully established, an explanation of the steps she has taken so far to establish in Canada. Also explain whether you intend on resigning from your employment, what you intend to do with any property or assets you hold, and what financial resources are available to settle you and your family in Canada.


Please note that if you do not comply with this request within 90 days of the date of this letter, your application for permanent residence in Canada will be assessed on the basis of the information already before the officer. Failure to provide the requested documents could result in the refusal of your application.
 
You need to provide evidence that you indeed planning to move to Canada. Show you've rented a home in Canada, bought a house or have a house there or have some sort of arrangement as to where you're going to live - maybe with relatives? They can supply you with a letter showing they're willing to let you stay there until you find a place of your own, indicating that you have talked about it. You can also include any communication with friends or family in which you have discussed your plans to relocate to Canada. If you have a job arranged in Canada, providing a letter from the employer stating that would be great. If not, you can also provide evidence that you have tried to find a job - emails or letters to and from employers.
If you've done anything to prepare to relocate (sold a house, put it up on sale, ...), also include evidence of that. Really, just about ANYTHING that shows you're preparing to move.

I know often people want to get the visa first and only THEN do all of the above, but Canada requires the sponsor to start this before applying. It's kinda silly, you're supposed to start packing up before you even know if you'll be able to move, but such are the rules.

Also include the explanations they requested. Good luck!

There were a few of sponsors living abroad and we all gave the same information that mitamata has suggested.. I personally gave a full plan of what we will do when we land and letters of support from my family and plans of residence as soon as we land. It seems to be enough for now. A few others have actually moved back to Canada before their spouses at it was requested by the embassy. I think it all depends on who you are dealing with. Some embassies are tougher than others.
