Hi, I would like to know if my sister-in-law can sponsor her sister and family, she was refused coming her as tourist, so can she apply with her family.

If your sister in law is not married, has no kids, no family at all in Canada, and her parents are deceased... then possibly she can sponsor her sister.

If she does have any of these, then she is not eligible to sponsor her.
 
She cannot sponsor her sister if she already has relatives in Canada.

The lonely Canadian rule only applies if person is single, no children and has no living parents.

If she wants to immigrate to Canada, she will have to qualify on her own through one of Canada's economic immigration streams like Express Entry.

She is married to my brother, has kids....so there is no way to sponsor her sister? she was thinking on sponsoring her with her family as independent coming to Canada

no her sister is not gonna sponsor they are gonna apply as wholr family here in canada is that possible? btw its my sister in law sister i am talking about

oh and her husband is in saudi, can he cross country here in canada with his family..

whether or not it is ok depends on which stream of immigration she is sending in an application for. i am confused about what you are asking. your posts suggest you are asking if your sister in law can sponsor her sister and her sister's family to become PRs in canada. the answer is no. your sister in law can not sponsor her sister and her sister's family for PR.

Her sister or her sister's husband can certainly apply for PR through an economic stream for her and her family to become PRs, assuming they qualify. This is separate from family sponsorship, and your sister in law would have nothing to do with it. whether or not it is "ok" and if she is likely to be successful depends on which type of application she will submit.

if you are asking about how this family can come to canada as visitors, then they will need to apply for TRVs just like anyone else who wants to visit canada. If they have been rejected for TRVs, then they need to figure out how to strengthen their applications based on the refusal and apply again. If they want to be permanent residents, they need to find a way to qualify for immigration other than family class.

Her sister in law husband is in Saudi , can he apply to cross country here in canada with his family as independent immigrant???.... sorry if i confused you....

If her or her husband actually qualify independently under one of the available immigration streams, then they can apply as a family meaning the applicant, spouse, and any dependent children aged 18 or under can be included in the application.

sure. anyone can apply for immigration, assuming they qualify for the application. He needs to go to the IRCC website and figure out how he qualifies to become a Canadian PR.
