Hi everyone, i sponsored my ex spouse and he came to canada February 2017 but we got divorced after few months. According to the 3 year undertaking i can not sponsor a spouse until 3 year undertaking period passes which will be ending in February 2020, if i marry someone who is already living in canada on work permit can i sponsor them as inland or i will have to wait till 2020? I asked few consultants but they did not give me any clear answer on this, does anyone know about this?

I would say that it's gonna be tough on the new application since you and your ex-spouse were only together for a few months after the sponsorship. There is a higher chance that they would doubt your new relationship, but you still can get married and apply for the sponsorship. The only thing you need to be aware of is that they would analyze whether or not you are able to support both people before February 2020. You still have the responsibility of taking care of your ex-spouse. I think it would be better to just wait until the 3-year period has elapsed.

You have to wait until 2020.

They won't just "analyze" whether or not the OP can support two spouses before February 2020, they will reject it outhand because the sponsor is ineligible until February 2020.
