As mentioned, you can't sponsor your sister. The current definition of "dependent" covers children of your parents aged 18 and under only. Anyone over this age can't be sponsored, unless they depend on your parents financially due to a mental or physical condition.

The Liberal government has promised to raise the age of dependents, but even then it will only be up to age 21 and under, so ultimately there is zero chance for your sister to be sponsored. She will need to qualify to immigrate to Canada independently if she wants to move here.

I have a question:

We live in Quebec and I know that we must demonstrate that over the past year and on wards, that we will sufficient financial resources at our disposal. I just wanted to clarify if the past year is referring to the past 12 months from the current date, or the duration of 2017. Thank you.
