Open a MyCIC account for the principal PR applicant (whoever between your parents). Use his/her info to link PGP application. Use the total family size you used in the original application.

What are the first options you choose? I chose name and uci i think.

I think you are talking about E-CAS (Electronic Client Application Status) which doesn't require password login.

But here, we were talking about MyCIC account with which one may be able to see little more details about parents' PR stage. PGP application was not something you could link before to MyCIC, it has been recently enabled and hence everyone is trying to link the PGP app to his/her parent's account.

Low Income Cut-Off (LICO)
Size of Family Unit Minimum necessary income
1 person (the sponsor) $24,328
2 persons $30,286
3 persons $37,234
4 persons $45,206
5 persons $51,272
6 persons $57,826
7 persons $64,381
More than 7 persons, for each additional person, add $6,555

Now lets say:

2016: 3 family members Income 40000
2017: 4 family members Income 48000
2018" 4 family members in come 60000

2019: I wish to apply for parents (who are 2 ). My previous year income was 60,000 which was above the threshold for 6 people ( $57,826) am i eligible ? or must my income be above 57,826 for all three previous years ? i am getting comflicting answers

I dont think i conveyed my concern properly. if i am 3 family members today, 4 next year. and still 4 the year after when i apply for parents. Do i have to meet the minimum income for 6 people for 3 previous years or for 3 family members first year.. 4 next etc

I think you have to add extra 30% on LICO income. That means you have to show at least 75K+ for 3 years (2015-2017) for a family of 6 people to be eligible. It could be even higher as LICO increases over years for the same family size. You won't get 2018 income statement in January 2019.

Even if your family size is 1 or 2 or 3 in 2015-2017 but becomes 4 by the end of 2018, you have to meet the income of 6 family size for last 3 years (2015-2017) if you want to apply for both parents in 2019.
