Click to expand... If it had been 10 years since he finished his sentence then he might be deemed rehabilitated and not have to separately apply for rehabilitation. However if it's been less than 10 years, then he definitely needs to apply for rehabilitation: http://www.cic.gc.ca/english/information/inadmissibility/rehabilitation.asp
