welcome to the forum! Pakistan indeed has a very long waiting time, and there is nothing to do about it, apart from preparing your application as well as you can, with lots of proofs, and nothing missing ( all forms, signed etc) to make sure that when the Visa Office opens your application, their job is easy... but apart from that, not much. Some people get done quicker, probably because they have a straightforward case and lots of proofs, but with CIC it's always difficult to know.
While the immigration is in process, you can apply for a visa, but most visitors visa for spouses of Canadian or Canadian PR are denied because CIC doesn't believe that the person will come back to their country. If you do decide to apply, you will need to have lots of proofs that your wife will go back to Pakistan when her visa is over. Letters from her job, registration at university etc. However, there is again no guarantee...
About her passport being filled out - I am not sure it makes a difference. If she has always complied with immigration regulations (left the countries when she was supposed to etc) it shows that she follows the rules, but this case is different because you reside in Canada and she is your wife - so that's a really strong tie to Canada...
Remember - if she has lived in any of these countries for more than 6 months she will need a Police Certificate from the country to add to her application.
If you are a Canadian citizen, you can be outside of Canada ( in Pakistan with her) during the process, you just need to show that you intend to go back to Canada once the PR is approved. If you are a PR of Canada, you have to be in Canada for the process - you can go and visit her in Pakistan for a few weeks, but not too long, otherwise your application will be rejected.
