You have a daughter who is alive which means you do not qualify under the lonely canadian rule

Agreed with the above. You cannot sponsor your sister since you have a daughter. You do not meet the sponsorship requirements for this reason.

Your sister will have to be satisfied with visiting you in Canada as a tourist from time to time. Moving to Canada as a permanent resident is not going to be possible.

thank you for your reply.can i apply on humanitarian grounds for her to come and stay with me in canada as the country she stays in africa is not politically safe.If she applies for permanenrt resident to canada does she need a sponsor eg like me.

She would have to apply on her own under the H&C stream (you would not sponsor her). In order to apply under H&C, she would first have to travel to Canada (she can only apply under H&C from within Canada). To be honest, it doesn't sound like she has a case under H&C. H&C has low approval rates and if she is refused, she will have to leave Canada and it will be very difficult for her to visit in the future.

In my opinion it would be better if she just visited Canada from time to time. I'm not sure that getting PR status is a realistic objective.

Humanitarian and compassionate grounds applications have extremely low approval rates. Does your sister have a TRV?

Usually, to have a fighting chance in this type of application, the applicant (your sister, not you) should be well established in Canada. For example, have been living here for years, volunteering here, has contributed to the community here, has a child who grew up here and whose best interest is here. Keyword is here, in Canada. I would assume your sister is not any of that.
