You usually can not sponsor an adult sibling. It is possible if you are alone in Canada, no spouse, no other close relatives and you also have no other close relatives in other countries that you are eligible to sponsor, for example parents.

Another option would be if you are living in SK or MB and you and your brother fulfill the requirements of the PNP family stream there, then you can sponsor him under PNP.

Is your brother also an adult? I see from your other posts that your mother is still alive so you can not sponsor your brother under the "1 other relative" clause so you must be living in SK or MB. I think SK is easier. Go there, get a job, stay for 1 year and then you can apply as long as you and your brother meet all requirements.
