Sponsoring from Kuwait. Which VO?

One of my friends wants to sponsor her Pakistani husband who was born in Kuwait. Which visa office would his application be transferred to? Would it be Abu Dhabi because he was born and lives in Kuwait, or Islamabad/London because he is of Pakistani background?

CIC will decide, and it is hard to tell. They will choose the country of citizenship or the country of residence. Is he a citizen of Pakistan and of Kuwait? Has he ever resided in Pakistan?

Yes, dual citizen I think, and he has never resided in Pakistan.

They will probably pick Kuwait then. Does he have a Kuwait passport?

Yes I think so. I'm pretty sure that ADVO and LVO both have similar processing times, so that answers one of the questions they had. The main reason they're asking is because they would like to know where the interview (if required) would be held.

The London visa office does not necessarily conduct the interview in London. I don't know about the ABVO. In any case, CIC will decide where the application will be processed.
