Family sponsorship rules are the same for all provinces. Whether or not you can sponsor your brother depends on what family members you have in Canada and back home.
Do you have a spouse or common law parnter? Do you have children? Are your parents still alive? Do you have any family members living in Canada? If the answers to any of these questions are yes - you cannot sponsor your brother via the Family Sponsorship stream.
You can take a look at the Provincial Nominee Program immigration streams to see if there are any options there that might suit your needs. Alternatively, your brother can apply to immigrate to Canada independently.
