Sponsoring dependant daughter with no dependants

My husband is sponsoring his daughter from the US she’s already living with us here in Ontario. We got confirmation for her permanent resident interview how ever it says we must pay the Permanent resident fee of $490 but I was under the impression this fee was no required for dependents can anyone clarify? The appointment is on April 16 so I need to figure his out right away.

It is a generic form letter. It will state something like "pay if applicable". You don't pay the RPRF when sponsoring a dependent child.
