I need help! Is it possible to sponsor my brother to come to Canada who is a minor(15 years). The current situation is
1) Mother passed away
2) Father has chronic illness (Parkinson's disease)
I've read in the website that sponsorship is possible if both parents have passed away but will this consider as a special case?

No - unfortunately this will not be considered as a special case.

It's only possible if you sponsor your father as the primary applicant through the parent / grandparent sponsorship process and include your brother as a dependent in your father's application.
