Hello,
I hope to get help from here. My son and my daughter were my dependents in my application for PR years ago. My daughter was able to comply her requirement for her visa and she is here in Canada for more than two years now. My son who was only 11 or 12 years old didnt able to submit his visa picture and so he was not able to get his visa and in short he is not here in Canada. Now, he is 16 and wants to come to Canada. My questions are, do I need to re apply him? do i need to apply as a new applicant? who will be the principal applicant (him or me?). Tried calling Immigration Canada 1-888-242-2100 a lot of time but cant talk to any agents. thank you

Yes, you need to re-apply; new application; he will be principal applicant and you will be the sponsor. It will not hurt to include information that the child was on your own PR app; was not able to immigrate at the time but was examined (medical etc) - you should also check, the child should have a UCI from that application. Note, you don't have to defend why the child did not immigrate at the time - but it is important for IRCC to understand the child was disclosed, 'examined', and therefore is still eligible.

You can apply for TRV for the child in parallel or at any time during the process - not a guarantee the TRV will be granted but no problem applying. You'll need the sign-off permission of the other parent. Do keep in mind that depending on province medical coverage and the like may not be immediate.
