Hi,

I am sponsoring my spouse from India - Out Land applications. Does the sponsored person required to be in home country till the Process complete ? I know the Passport will be requested by the CIC office . Once the passport is requested , can they be back to home country . Seniors , Please advice.
 
No, there is no need to return to home country.

If it's processed in India, they will request passport. This can be mailed or dropped off at visa office by someone else, but keep in mind if the applicant is in another country they will be completely unable to travel without their passport until the PR is approved.

If the applicant has been legally admitted to another country for at least 1 year, they can request PR processing at the visa office that serves that country, and not their country of citizenship. Of course CIC can always choose to ignore this request and send application to office based on citizenship, but it's good to ask if you want processing office based on residency instead.
