If i am studying in canada. and i want my mother and sister to visit me, can i send them a letter or something with my college's help to call them and visit me?

Yup why not,usually the letter by the college is for some special event like Your graduation ceremony etc, but check with the college if they can issue letter for visit purpose...
 
I can call my parents only or I can call my real sister also?

You can call both, but both will have to show that they will return back to home country after visit, for this home ties must be strong........
