sponsor of a family settlement

Please educate me on if its possible for a family settlement visa holder(wife, husband and children) to sponsor another family to come to Canada? please note that the family is in no way biologically related to the visa holder.

But one family might be able to hire another family to come to Canada as foreign workers, who after a few years of employment, might be able to become permanent residents of Canada.
