I'm pretty sure BC only give healthcare to those that have an INLAND app in progress. For OUTLAND, it could be a whole other situation.

But again it's best to get feedback from someone more familiar with BC MSP program.

OHHH is it? Reading on that thread it seems outland application would works too. Let me try finding out more.

I have no experience and purely speculation, but the BC MSP PDF doesn't say specifically inland or outland. I would think AOR outland should be enough proof that you submit an application., as listed as one of the main points.
