My ex-wife and I apply for the permanent residency together, although she was the primary applicant, we got separated two years ago and we got the divorce papers a year ago.

I want to sponsor my new common-law partner to stay in Canada with me. She has a study permit and we have been together for almost 3 years.

WHEN and HOW can I sponsor her??

You can submit your application to sponsor her right away. A PR can sponsor as long as they stay in Canada for the whole length of processing. If you have lived with her for one year, you qualify as common-law.
See Leon's first post in the Family Class Sponsorship forum to get an overview of what forms to use.
