I am filling out my application for INLAND PR soon, and on CIC websites, it states that the sponsor
  • can provide for the basic needs of any person you are sponsoring (and in some limited situations, that you meet the low-income cut-off).
My boyfriend (common-law) is a full-time student, and he works full time in the summer, however, I work full time as well as self-employed. He will not be able to meet a low-income cut off. Will I get delayed the eligibility? Does the sponsor have to have a full-time job throughout the year, in order to prove that he will be able to support me?

There is no minimum income requirement to sponsor a spouse, but they must demonstrate a way to support you (such as savings)

You have to show IRCC that you can support yourselves in Canada without welfare. You can show your income for this as well.
