Quick question, Please

My PR application was returned (not rejected) due to one error, me and my Canadian wife are currently going over everything and re-printing/signing etc.

However on Question 6
"Have you submitted a previous application in respect of which a final decision has not been made for the person being sponsored and their family members"

Should we leave it as NO or change it now to YES?
because this application was returned to us with an error

The worry here is this below:

• If you answer “Yes” to any question between 5 and 15
  • You are not eligible to be a sponsor. You should not submit an application.

The application was returned which places it into the category where a decision was made (the decision was that the application was incomplete and so IRCC didn't process it). So answer is no. You do not have a previously submitted application where a final decision has not been made. A decision was made to return the application.
