Sponsor applying for Better jobs ontario

I'm not sure if this is the right place to ask this. I'm the sponsor of a permanent resident and I'm having a hard time finding a job. I'm looking at applying for better jobs ontario which helps with education costs to increase chances of finding work. The program also offers a weekly allowance for living expenses. I'm finding conflicting information on if this counts as provincial social assistance and if it would trigger a debt that would need to be repaid because of the sponsorship agreement. Has anyone used this program as the sponsor of a permanent resident and know if it will cause problems?

May want to get confirmation from Ontario and IRCC as you are getting a living allowance.
