I am a Canadian citizen who is living in Lebanon. We are planning on leaving Lebanon for good but my husband is not a Canadian citizen. Can I sponsor him while living in Lebanon and then leave together once the procedure of sponsorship is over?

yes - that's the whole idea of the outland sponsorship. As long as you are a citizen ( and not a PR - as a PR you are required to be in Canada), you can be inside or outside of Canada, and file for outland sponsorship.
If you live outside of Lebanon, you will have to provide proofs that you intend to go to Canada and leave Lebanon once the PR is issued.
To have a better idea of the process, read the CIC guidelines and Leon's first post. Print all the guidelines, start the process, and come back here with questions whenever you have some doubts!

Yes, absolutely! As a Canadian citizen, you may do so (as long as you show your intent to move back to Canada). Take a look at the forms and instructions you'll need to complete at http://www.cic.gc.ca/english/information/applications/fc.asp. You'll need to complete the forms, pull together evidence of your relationship, and gather medical and background checks. You want to time the background checks so you get them shortly before mailing your application (to minimize risk of expiration) and do your medical exams right before you mail it (they must be received within 3 months of their date of issue and expire one year after being issued).
