I sponser someone 3 months ago can i sponser again and if i sponser someone and they deny does that mean do they gotta go back or can they re apply how much money do you gotta be able to have to sponsor

It's a bit difficult to understand what you are asking.
If you have submitted a sponsorship application to sponsor a spouse / common law partner, then you have to wait until that application is processed and the results are know. You cannot submit a second application.
If the application is refused, it's possible the person may have to leave Canada. It's hard to say one way or the other since you've provided so little information.
There is no minimum income to be a sponsor - however you cannot be on social assistance / welfare.
