sponsering husband as a PR but I'm stuck with no birth Certificate

Hello I have a friend that is sponsering her husband as a PR to canada from Nashville America but her husband has no birth certificate, when her husbands family came from turkey they lost everything in the camp. she is stuck on this and what can she do??
