It was never clear when spouse would not longer qualify for SOWP. Could have been right after announcement since the statement was extremely vague. You did the right thing by applying as soon as possible for the best chances not knowing how long SOWP would be accepted. We will only be able to deduce when SOWP likely stopped being approved in a few months. The issues why permits were originally denied still are problematic so even if SOWP and study permits are still being processed there are still significant financial issues to overcomes. If denied permits they can still apply to come to Canada once the father has applied for PGWP and is employed.
