Its a waste of time, all they need is how you put your documents and what is your background if you have a strong background no matter what they wont refuse you:-

If you have good working experience from any MNC
If you have good academic qualifications
If you have strong bank statement
You have acceptance letter from good university

Then no matter what they wont refuse you, statement of purpose is just a load of crap you write down on a blank piece of paper, and I mean you can write down anything and it wont justify a thing, Your case highlight only when you have strong points which I mentioned before.

May be you are missing other two points.

Have you applied in University or College?
Usually people make mistake of applying in a PGD program in college after their Masters. And its a huge mistake because people can not justify why they choose PGD when they have Masters.
Secondly your bank statement must be strong, you must have 6 months statement.

If these are not the case then I guess its just your bad luck.

Agreed with this post. I am always not in favor of PG Diploma, Certificates course at College level when you already hold a Master Degree. In such cases, you lack basis to prove your credentials for Diploma/Certificate case.

After one rejection, you can expect a visa only if you have substaintial change in your profile.

Just think for a minute, what would make VO to change his mind in case an applicant applying for a visa second time? You really need a drastic change.

Visa is all about academic profile. Doesn't make sense if you ONLY meet the minimum of visa checklist.
