SOP Change Required After Visa Approval or Not

Hi,
I am in Canada as a PR, my brother had low academic and less than 6 in each but still he got offer letter from Conestoga college. He applied under paper based application and got rejection. Now he wants to apply again, do we need to make changes in SOP?

He had done his b.com and have 2 years of experience as an accountant and then he applied for business accounting management course in Conestoga.

Anyone can help here to re-evaluate the SOP? Or what we can change in our application?

I think reappearing for ielts would be a better choice because having bands less than 6 in each can affect the chances of getting visa

The program that he applied to is a diploma or post graduate diploma??

I think the advanced diploma is like a bachelor's degree. He should go for post graduate diploma.
