I think he will be announcing MI-4 (not MI-5) tomorrow. I guess, there will some changes in the points system.
 
I hope he does the sensible thing of reducing the no.of applications (CAP) for each and all of the NOC's and increase the no.of visas for each year. This would help clear backlogs in a way faster than now

Thanks for correction, I read somewhere on this forum that it is MI5. But perhaps you are correct.

MI means ministerial Instruction
MI1 = feb 2008 - pre 28 june 2010 fsw applicants

MI2 = 28 june 2010 - 31 june 2011 fsw applicants

MI3 = 1 july 2011 - date.

MI4 = PHD immigrant stream

MI5 is gonna be the instruction issued by minister Kenny for the fsw immigration process that we all are expecting to open for applications come July 1st, 2012.

If this is what the announcement was about, then there is still going to be a wait for the new FSW rules, sorry to say.

Immigration Minister Jason Kenney is set to unveil tough new measures to quickly deport foreigners who serve more than six months in jail, CTV News has learned.

Kenney will announce that refugees, immigrants and visitors to Canada who are convicted of a crime and serve more than six months behind bars will be deported soon after their release, CTV's Ottawa Bureau Chief Robert Fife reported Tuesday night.

"They will lose their right to appeal," Fife said, noting that the new measures will fulfill one of Prime Minister Stephen Harper's key campaign pledges.

In its election platform, the Conservative Party had outlined proposed changes to the Immigration and Refugee Protection Act and the Criminal Code to allow foreign criminals who have completed their sentences to be deported immediately.

The Conservatives promised to streamline the deportation process, saying that some foreign criminals "have evaded removal from Canada for over a decade as they exploit endless appeals and loopholes."

Kenney is set to officially unveil the new deportation rules Wednesday afternoon in Ottawa.

The Conservative government's Bill C-31, which overhauls the country's refugee and immigration system, recently passed third reading in the House of Commons.

Kenney has spoken publicly about his desire to speed up the deportation process for foreigners convicted of crimes.

In a speech he gave to University of Western Ontario law students more than a year ago, Kenney said there have been a number of cases where people with multiple convictions or run-ins with the law have remained in Canada for years.

"It is cases like these that frustrate Canadians, and understandably. We should not dismiss those frustrations. We should listen to them and take them seriously," Kenney said at the time.

According to what you said, I am in MI-2.
I have done my medical examination on October, 2011 (Almost 9 months). I have sent updates, and Landing fee on March, 2012. Still waiting for Passport request. Do we have applicant with almost same situation here? In better word, is it normal?

I know it's a minor point, but it was 26th June, not 28th June - and there are in fact only 30 days in June so it as 26th June 2010 to 30th June 2011 :)

Can you please tell who all are eligible for MI4 = PHD immigrant stream? I'm hearing this for the first time.
