Hello,
I am a U.S citizen engaged to a Canadian citizen. I was wondering if anyone knows if it would be easier to get married in the U.S or should we get married in Canada. I also learned that even if we get married in Canada I can still be asked to leave the country. Can anyone give me some pointers and advice on how to get permanent resident status. I heard that I needed to go through Buffalo but when I tried to reach them they said to go through C.I.C UGHHHHHH Any advice and suggestions is GREATLY appreciated.

You can visit your spouse in Canada for up to 6 months but at all times, immigration needs to believe that you are only visiting or they can deny you entry.

Just follow the instructions. The application actually has to be sent to Mississauga first and after they are done with it, they will send it to Buffalo. The average to get your PR through Buffalo is around 6 months.
